Martha Flores Appointed to SVLHCD Board of Directors for District 2

Sierra View Medical Center is proud to announce the appointment of Martha A. Flores to the Sierra View Local Health Care District (SVLHCD) Board of Directors, representing District 2, which covers central Porterville.

A lifelong advocate for community well-being, Flores brings decades of experience in public service, education, and local governance. She most recently served on the Porterville City Council from 2016 to 2024, holding key leadership positions as Mayor (2018–2020 and 2022–2024) and Vice Mayor (2020–2022). During her tenure, she represented Porterville on numerous regional boards and committees, including the Tulare County Association of Governments, Tulare County Water Commission, Tulare County Task Force on Homelessness, Local Agency Formation Commission, and the San Joaquin Valley Committee for Housing.

Flores previously served on the Sierra View Local Health Care District Board of Directors (2008–2012), where she held the office of Vice Chair and served as liaison to the Sierra View Foundation Board. Her renewed appointment marks a return to a role she has long valued—helping guide the hospital’s mission to deliver accessible, high-quality healthcare to the community.

Beyond her public service, Flores has a 30-year career with the Porterville Unified School District, where she served as Administrative Assistant to the Assistant Superintendent of Instruction, managing communications, reports, and budget oversight for instructional services. Her early professional background also includes roles in banking and title services.

Deeply rooted in civic involvement, Flores has volunteered with organizations such as the Porterville Exchange Club, Soroptimist International, Zonta Club of Porterville, Porterville Chamber of Commerce, and St. Anne’s School Auxiliary. She is also the founder of Frugal Fashions, a long-running volunteer program providing affordable business clothing to local residents through partnerships with schools and community agencies.

Her years of service have been recognized by numerous local and regional honors, including Tulare County Board of Supervisors – Dedicated Public Service (2024), Tulare Kings Hispanic Chamber of Commerce – Ambassador of the Year (2023), and Porterville Chamber of Commerce – Woman of the Year (2015).

“We are honored to welcome Martha Alcazar Flores back to the Sierra View Local Health Care District Board of Directors,” said Donna Hefner, President and CEO of Sierra View Medical Center. “Her exceptional record of leadership and dedication to the Porterville community aligns beautifully with our values of compassion, collaboration, and service. We are grateful for her continued commitment to advancing healthcare for our district.”
