Meet Our Internal Medicine Chief Residents

Sierra View Medical Center is proud to introduce the 2026-2027 Chief Residents for the Graduate Medical Education Internal Medicine Residency Program. Dr. Fadel Hanoun, Dr. Tanveer Singh, and Dr. Abraham Tanousian have been selected to serve as this year's Chief Residents, taking on important leadership roles within the residency. Each brings a unique background and perspective to the role. Together, they are committed to supporting their fellow residents and strengthening graduate medical education at Sierra View.

Fadel Hanoun, DO

Dr. Fadel Hanoun earned his undergraduate degree from the University of California, Los Angeles, and completed medical school at A.T. Still University in Arizona. Before pursuing medicine, he worked in database and software development, designing workflow tools that helped organizations operate more efficiently. That experience continues to shape the way he approaches problem-solving and system improvement in healthcare. He has found internal medicine especially rewarding because every patient presents a unique challenge that requires teamwork and thoughtful problem-solving.

He chose Sierra View Medical Center because of its close-knit culture and supportive learning environment. He values the way residents and faculty genuinely want each other to succeed. Being part of a smaller program has also allowed him to contribute beyond patient care through improvements to workflows, educational resources, and resident tools.

"I'm looking forward to supporting our residents while continuing to strengthen the program. My goal is to improve communication, streamline workflows, and help create opportunities for every resident to become involved in education, research, and quality improvement," said Dr. Hanoun.

Tanveer Singh, MD

Dr. Tanveer Singh was born and raised in Punjab, India, where he earned his medical degree from Sri Guru Ram Das Institute of Medical Sciences and Research in Amritsar before moving to the United States in 2022. His journey has included serving patients during the COVID-19 pandemic in India before working in utilization review, transitions of care, and quality improvement at Good Samaritan Hospital in Bakersfield. Those experiences gave him a strong appreciation for both bedside medicine and the systems that make patient care possible.

Growing up in a family of physicians and educators inspired Dr. Singh to pursue medicine and gave him a deep appreciation for caring for patients during some of life's most vulnerable moments. He chose Sierra View Medical Center because he felt an immediate connection to the program and its people, as well as its community-based, hands-on approach to training in the Central Valley.

"As Chief Resident, I hope to serve as a bridge between residents, faculty, and program leadership," said Dr. Singh. "My goal is to help bring meaningful, productive, and lasting changes that strengthen the residency program beyond my own time here."

Abraham Tanousian, DO

Dr. Abraham Tanousian was born in Los Angeles and raised in Montreal, Canada, where he became a lifelong hockey fan and supporter of the Ottawa Senators. He later returned to the Central Valley during high school and earned his undergraduate degree from California State University, Fresno, before completing medical school at California Health Sciences University College of Osteopathic Medicine in Clovis.

Inspired by the opportunity to combine science, leadership, and compassionate patient care, Dr. Tanousian chose Sierra View Medical Center for its autonomy, mentorship, and welcoming atmosphere. Throughout his residency, he has valued the relationships he has built with fellow residents, faculty, and patients.

"Serving as a Chief Resident means that my last two years at Sierra View were successful not only clinically but also regarding personal relationships and growth," said Dr. Tanousian. "I thank my fellow residents for allowing me to represent them, and I plan on making them proud."

As they begin their year as Chief Residents, Dr. Hanoun, Dr. Singh, and Dr. Tanousian will play an important role in mentoring fellow residents, supporting graduate medical education, and helping shape the future of the Internal Medicine Residency Program. Sierra View Medical Center congratulates each of them on this well-deserved achievement and looks forward to the leadership, collaboration, and dedication they will bring to the program.
